Does macOS Tahoe work offline?
Shipping macOS Tahoe behavior is a local Mac utility. The current Xcode 26 toolchain still ships a macOS 26 SDK while the app is expected to run on Darwin 27. Network is not required for the core notch host.

What needs a network
Sparkle updates and optional music backends may need a network. macOS Tahoe itself is described as on-device where the feature allows.
AI is separate
