Shelf is meant to stay glanceable, with keyboard shortcuts for the actions you repeat. You can park files on the notch and share them when you are ready.

Open without the pointer
Assign a shortcut in Settings if you open Shelf many times a day.
Keep it small
The notch should not become another full-screen app. Shelf stays a short interaction.
