Shipping Quick Look behavior is a local Mac utility. Shelf files can preview with Quick Look without leaving the notch. Network is not required for the core notch host.

Sparkle updates and optional music backends may need a network. Quick Look itself is described as on-device where the feature allows.
AI is separate
NotNotch AI is in development and is not required to use Quick Look.
