Shipping on-device privacy behavior is a local Mac utility. Shipping utilities stay on-device; the marketing site does not run analytics cookies. Network is not required for the core notch host.

What needs a network
Sparkle updates and optional music backends may need a network. on-device privacy itself is described as on-device where the feature allows.
