Does Now Playing work offline?
Shipping Now Playing behavior is a local Mac utility. Playback and artwork sit in the closed notch so you do not hunt for a player window. Network is not required for the core notch host.

What needs a network
Sparkle updates and optional music backends may need a network. Now Playing itself is described as on-device where the feature allows.
AI is separate
NotNotch AI is in development and is not required to use Now Playing.
