Does Notifications work offline?
Shipping Notifications behavior is a local Mac utility. Selected banners can take the front of the notch stack, then hand back to music. Network is not required for the core notch host.

Sparkle updates and optional music backends may need a network. Notifications itself is described as on-device where the feature allows.
AI is separate
NotNotch AI is in development and is not required to use Notifications.
