If you are extending NotNotch, live-activity stack is a host surface or a documented constraint. Notifications sit in front of music and weather; swipe moves between them.

Host rules
Packages declare placements in manifest.json. live-activity stack may be openTab, liveActivity, or a first-party module.
Do not disable library validation
Unsigned third-party binaries stay manifest-only. That is intentional.
