If you are extending NotNotch, GPL-3.0 license is a host surface or a documented constraint. NotNotch is a Gogocash fork of Boring Notch and stays GPL-3.0.

Host rules
Packages declare placements in manifest.json. GPL-3.0 license may be openTab, liveActivity, or a first-party module.
Do not disable library validation
Unsigned third-party binaries stay manifest-only. That is intentional.
