If you are extending NotNotch, file sharing is a host surface or a documented constraint. Shelf items can be shared with the system share sheet when you are ready.

Host rules
Packages declare placements in manifest.json. file sharing may be openTab, liveActivity, or a first-party module.
Do not disable library validation
Unsigned third-party binaries stay manifest-only. That is intentional.
