Does battery work offline?
Shipping battery behavior is a local Mac utility. Battery can appear as a short HUD rather than a permanent live activity. Network is not required for the core notch host.

What needs a network
Sparkle updates and optional music backends may need a network. battery itself is described as on-device where the feature allows.
